In a mixing bowl, combine rice flour, all-purpose flour, salt, and water to make a thin batter. Set aside.
Heat oil in a pan and add garlic. Stir-fry for a few seconds.
Add the mixed vegetables and stir-fry for a few minutes.
Add the cooked noodles, soy sauce, vinegar, sugar, and salt to taste. Mix well.
Heat a non-stick tawa or griddle over medium heat.
Pour a ladleful of batter onto the tawa and spread it in a circular motion to form a thin dosa.
Drizzle oil around the edges of the dosa and cook until the underside turns golden brown and crispy.
Add a spoonful of the vegetable and noodle filling on one side of the dosa.
Roll up the dosa tightly like a spring roll.
Serve hot with tomato ketchup or any dipping sauce of your choice.
